摘要
目的:分析新医改以来内蒙古社会办医状况,为促进内蒙古社会卫生资源共享、加快实现医疗卫生改革目标提供参考。方法:基于《2017年内蒙古卫生和计划生育统计年鉴》、《2017年中国卫生和计划生育统计年鉴》,采用文献查阅法和来源法,对内蒙古2009-2016年社会卫生投入情况、社会办医疗机构的收支情况、接诊情况、基层医疗服务情况等数据进行描述性分析。结果:内蒙古社会卫生投入不足,与全国平均水平比较落后近10%,与北京比较落后近20%;2012-2016年社会办医疗机构接诊人次增幅达127.20%,但与公立医院比较基数小,存在提升空间;基层社会办医机构服务效果有待提高。结论:内蒙古政府应加大力度吸引社会资金投入,加强社会办医疗机构建设水平,完善社会办医疗机构的监管,使社会办医真正成为内蒙古公办医疗的有益补充。
Objective: To analyze the status quo of nongovernmental medical institution in Inner Mongolia Autonomous Region since the new medical reform, so as to provide reference for promoting the sharing of social health resources and accelerating the realization of the goal of medical and health reform in Inner Mongolia. Methods: Based on the Statistical Yearbook of Inner Mongolia Health and Family Planning in 2017 and the Statistical Yearbook of China Health and Family Planning in 2017, this paper made a comparative analysis of the social health input, income and expenditure of nongovernmental medical institutions, medical reception and primary medical services in Inner Mongolia from 2009 to 2016 by using the method of literature review and source. Results: The social health investment in Inner Mongolia was insufficient, nearly 10% behind the national average level and nearly 20% behind Beijing;the rate of receiving medical institutions run by the community had increased by 127.20%, but compared with public hospitals, its base was small and there was some space for improvement;the service of grass-roots social medical institutions needed to be improved. Conclusion: The Inner Mongolian government should increase its efforts to attract social funds, strengthen the construction level of nongovernmental medical institution, improve the supervision of nongovernmental medical institution, so that the nongovernmental medical institution can truly become a useful supplement to the public medical services in Inner Mongolia.
