摘要
对水安全格局的解析是城市规划以及城镇科学开发建设的基础,是强化防灾减灾规划与城市总体规划的互动性与保障规划实施效益的重要手段。通过建立地理空间数据库与评价指标,基于地理学中基底的概念对都江堰市水源涵养安全格局、雨洪调蓄安全格局、水生环境安全格局以及综合水生态安全格局进行空间解析,并以行政区作为最小统计单位对各镇(乡)安全格局进行分析。研究发现:都江堰水安全格局在空间上呈西北高、东南低的特征,各镇(乡)水安全格局具有一定的空间相似性,可归纳为三类:1)倒"V"型,区域整体以较低和中等安全区为主,存在部分潜在高风险区,为低安全空间格局;2)正"M"型,潜在风险区与安全区占比大致相同,中等安全区域占地较少,为中安全空间格局;3)斜"L"型,整体水安全水平较高,镇(乡)域范围内多为安全区域,潜在水灾害风险小,为高安全空间格局。此外,针对研究结果对都江堰不同特征的水域安全环境营建提出了规划对策与建议,以期能为城市生态基础设施的建设提供科学依据。
The analysis of the water security pattern is the basis for urban planning and urban scientific development.Strengthening the interaction between disaster prevention planning and urban master planning is the key to ensuring effectiveness of planning.Based on the concept of basement of geography,this paper established a geospatial database and evaluation indicators to obtain the comprehensive water ecological security pattern by superposition analysis of water retention safety pattern,rainwater and flood safety pattern and water environment safety pattern.The administrative area is used as the smallest statistical unit to analyze the security pattern of each town.The study found that the water security pattern of Dujiangyan is high in the northwest and low in the southeast.As for each town,by the spatial similarity,the water ecological security pattern can be classified into three categories:1) The inverted "V" type:the whole area is dominated by lower and medium safety areas,and some potential high-risk areas exist,which is a low-safety space pattern;2) The "M" type:the potential risk area and the safety area account for roughly the same proportion,and the medium safety area occupies less space.It can be called the medium-safe pattern;3) The inclined "L" type:the overall water safety factor is high and the most of area are safety,and the risk for water disasters is low,which is a high-safety pattern.Besides,according to the different characteristics of water pattern,some suggestions for planning are given in order to provide a scientific basis for the construction of ecological infrastructure.
