摘要
新乡贤作为乡村振兴中最重要的人才要素之一,必然会影响乡村振兴的效果,进而对城乡二元经济结构的破解产生影响。梳理国内学者研究成果发现,对新乡贤的研究主要集中在:从历史角度、能力角度、范围角度和时代角度来考察新乡贤的内涵;从乡村治理功能、经济发展功能、乡村文化传承与社会道德引领功能等方面来考察新乡贤的效用。但在具体实践中,由于对新乡贤缺乏法律意义上的角色定位、城乡人才循环机制不健全、乡村产业结构调整、乡村经济封闭性和传统小农思想的局限性等因素存在,极大地抵消了新乡贤参与乡村治理的预期。要想发挥新乡贤在破解"城乡二元经济结构"中的作用,可通过探索转变基层政府治理方式,合理定位新乡贤功能;赋予新乡贤一定的政治待遇,促进新乡贤与其余治理主体的交流协作;完善城乡人才要素自由流动的交流和激励机制;弘扬新乡贤文化,增强乡村的内在软实力;结合乡村发展实际情况吸纳和培育专业化的新乡贤,转变小农思想等方面入手。
"New follow villager" as one of the most important factors of talent in the revitalization,will inevitably affect the effect of rural revitalization,and eliminate the urban and rural dual economic structure.Combing scholars’ researches,the study of new follow villager mainly concentrated on the investigation of the connotation of the new follow villager from the perspective of history,ability,scope and time.From the aspects of rural governance,economic development,rural cultural heritage and social moral leadership,the effectiveness of new follow villager is examined.However,in the specific practice,due to the lack of legal sense in the new follow villager,the imperfect urban and rural circulation mechanism,the adjustment of rural industrial structure,the closure of rural economy and the limitations of traditional smallholder thoughts,the new follow villager to participate in rural governance has been greatly offset.In order to play the role of the new follow villager in solving the "dual-rural economic structure of urban and rural areas",we can rationally locate the functions of the new follow villager by exploring and transforming the grassroots governance methods.We can also give the new follow villager a certain political treatment and promote them to communicate with the rest of the governance body coordination.In addition,we can improve the exchange the incentive mechanism for the urban and rural talent elements.Specifically,we can promote the culture of the new follow villager and strengthen the inherent soft power of the village.Finally,we can combine with the actual situation of rural development to absorb and cultivate professional the new follow villager.Gradually transform the thoughts of smallholders’.
