摘要
准确定位绿色发展理念的战略重要性,对促进长江经济带的优质发展具有十分重要的意义。重庆市作为"一带一路"和长江经济带的联结点,必须"发挥示范作用"。该文采用超效率SBM模型对2007-2016年重庆市15个典型县域生态效率水平进行测度,借助ArcGIS对其时空分布进行可视化表达,应用Malmquist生产率指数模型揭示内外部驱动因素,为推进长江经济带绿色协同发展提供借鉴与参考。结果表明:(1)2007-2016年重庆市典型县域生态效率呈上升趋势,但增幅较小,渝东南与渝东北地区生态效率水平U型波动性增长反映了绿色发展思想指导下改善产业结构可以实现生态环境保护和经济发展的辩证统一。(2)重庆市典型县域生态效率损失的内部动因是资源投入过多以及废弃物排放过量,而纯技术效率指数和规模效率指数处于进步状态,技术进步变化指数呈倒退状态,则表明政府宏观调控及管理策略是否行之有效,规模经济与资源利用效率的关系是否处理得当,在很大程度上影响了重庆市生态效率水平。
Accurately positioning the strategic importance of the green development concept is of great significance to promoting the quality development of the Yangtze River Economic Belt. As the connection point of the"Belt and Road"and the Yangtze River Economic Belt, Chongqing must"play a demonstration role". In this paper, the ultra-efficient SBM model is used to measure the eco-efficiency level of 15 typical counties in Chongqing from 2007 to 2016. The spatial and temporal distribution of the city is measured by ArcGIS. The Malmquist productivity index model is used to reveal the internal and external driving factors, and to promote the Yangtze River economic belt. Collaborative development provides reference. The results show that:(1)The ecological efficiency of typical counties in Chongqing is increasing from 2007 to 2016, but the increase is small. The U-shaped volatility growth of eco-efficiency level in southeastern Yunnan and northeastern Yunnan reflects the improvement of industrial structure under the guidance of green development.To achieve dialectical unity of ecological environmental protection and economic development.(2) The internal motivation for the loss of ecological efficiency in typical counties of Chongqing is excessive resource input and excessive waste discharge, while the pure technical efficiency index and scale efficiency index are in a state of progress, and the technological progress change index is in a retrogressive state, indicating that the government has macroeconomic regulation and control. Whether the management strategy is effective and whether the relationship between economies of scale and resource utilization efficiency is properly handled has greatly affected the level of ecological efficiency in Chongqing.
