摘要
随着我国进入面向2035加快推进社会主义现代化的新阶段,构建终身学习体系成为新时代的必然选择。本文立足国家战略视角,对新时代构建面向现代化2035的终身学习体系“是什么”“为什么”“怎么做”三个核心问题进行研究。首先,厘清终身学习体系的内涵,认为终身学习体系是以终身学习理念为引领、包括正规学习、与非正规学习和无定式学习在内的各个教育、学习领域之间的有机联系的整体,是以学习者为中心、以培养终身学习能力为目标,实现人人皆学、处处能学、时时可学的新形态。其次,阐明终身学习体系构建是新形势下提升国家竞争力,服务和推动我国经济社会持续发展,促进社会和谐发展以及满足人民全面发展需要的要求,具有重要的战略意义。最后,提出构建新时代终身学习体系的战略思路是:面向我国新时代对终身学习的新需求;发挥学校教育体系的基础性作用;重构终身学习导向的学习(教育)生态;完善终身学习体系的支撑制度以及促进现代信息技术手段的应用。
As China enters a new stage of 2035 to accelerate the socialist modernization,building a lifelong learning system has become an inevitable choice for the new era.Based on the new era,this paper builds three core issues of“what is”,“why”and“how to do”for the lifelong learning system of education modernization 2035.First of all,what is lifelong learning system.The study focuses on both lifelong learning and lifelong learning system to clarify the connotation.The concept of lifelong learning is based on learner-oriented,to develop students’lifelong learning ability as the goal,realizing a new form that everyone can learn,everywhere can be learning places,and learning can happen from time to time.The lifelong learning system is based on the concept of lifelong learning,including formal learning,non-formal learning and informal learning,and connection between the various fields of education and learning.Secondly,why we must build a lifelong learning system.The construction of the lifelong learning system is an inevitable requirement for improving the country’s competitiveness,serving and promoting the sustainable development of China’s economy and society,promoting the harmonious development of society and meeting the people’s lifelong development.Finally,as to how to build a lifelong learning system,the main ideas for constructing a lifelong learning system in the new era are:adapting to the diversified needs of China’s economic and social development for lifelong learning;giving play to the core and basic role of the school education system;and implementing the learning(education)ecology under the guidance of lifelong learning concepts.Optimization and improvement of the guarantee mechanism and support system of the lifelong learning system is also of very importance and promoting the application of modern information technology is crucial.
