摘要
城镇化进程中出现了新旧城区的对比,老旧城区的城市规划不够合理、土地的集约利用程度不高、生活设施不够完善等方面都影响了居民的幸福指数,造成新旧城区不协调,城市发展不和谐。秉承创新、协调、绿色、开放、共享的五大发展理念,应充分利用、集约利用城市建设用地,对城市中的老旧城区进行合理改造势在必行。城镇建设用地的集约利用关系到社会经济,生态环境的各个方面,对促进城市和谐发展、可持续发展也具有很重要的意义。旧城改造政策的实施是多种因素共同推动的必然结果,也是城市发展的必经阶段,是一个城市提升自我影响力的重要途径,是城市打破发展瓶颈的有效手段,它对城市的长远发展起到至关重要的作用。本文阐述了旧城改造的重要意义,分析了现阶段旧城改造中存在的问题,提出了促进城市和谐发展的对策。
In urbanization,there is a contrast between the old and new city districts.The urban planning in the old city districts is not reasonable,the level of intensive land use is low,and living facilities are imperfect.All these affect residents' happiness index,resulting in discoordination between the old and new city districts and disharmony in urban development.To abide by the five principles of innovative,coordinated,green,open,and shared development,it is imperative to make full intensive use of urban construction land and to carry out legitimate transformation of the old city districts in the city.The intensive use of urban construction land concerns all aspects of social economy and ecological environment,and is also of great significance to promote the harmonious and sustainable development of the city.The implementation of the old city reconstruction policy is the inevitable result of the joint promotion of various factors.Besides,as the necessary stage of urban development,it is a crucial way for a city to enhance its own influence as well as an effective means to break the bottleneck of development.Therefore,old city reconstruction plays a vital role in the long-term development of the city.After expounding the significance of the old city reconstruction,the author analyzes the problems in old city reconstruction at the present stage,and puts forward some countermeasures for promoting the harmonious development of the city in this paper.
