面向“再中心”的深圳福田区地下管线高质量发展路径探索

摘要 福田区作为深圳市中心城区,市政基础设施建设一直处于全市领先水平,但随着城市转向存量土地二次开发阶段后,市政供需失衡且改造空间有限的矛盾已然显现,在粤港澳大湾区尤其是先行示范区建设的背景下,福田区提出“城市再中心”打造深圳高质量发展典范城区,城市新一轮城市空间拓展、升级提质在即,必须突破固有思路,探索新思路和新模式。为此,本文就福田区地下管线高质量发展路径进行了系统探索,提出了破解四大问题,探索全链条规划路径、全空间规划方法、全统筹规划模式和全协调实施机制的高质量发展路径,以“耦合、融合、综合、缝合”的“四合规划”推动市政基础设施高质量发展,在解决市政基础设施承载能力的同时,实现福田区市政基础设施的高质量和持续引领式发展。希望冀此文,为其他城市中心城区地下管线规划建设提供有益的参考和借鉴。 As the central city of Shenzhen,the municipal infrastructure construction in Futian District has always been in the leading level in the whole city.However,with the city turning to the secondary development stage of the stock land,the contradiction between the supply and demand imbalance and the limited transformation space has already emerged.Under the background of the construction of Guangdong,Hong Kong and Macao Dawan District,especially the first demonstration area,Futian District proposed that In order to build Shenzhen's high-quality development model urban area,a new round of urban space expansion and upgrading is imminent.We must break through the inherent ideas and explore new ideas and models.Therefore,this paper systematically explores the high-quality development path of underground pipelines in Futian District,puts forward four major problems to be solved,and explores the high-quality development path of the whole chain planning path,the whole space planning method,the overall planning mode and the fully coordinated implementation mechanism,so as to achieve the"four-compliance"of"coupling,integration,integration and suture".Planning"promotes the high-quality development of municipal infrastructure,while resolving the bearing capacity of municipal infrastructure,realizes the high-quality and sustained leading development of municipal infrastructure in Futian District.I hope this article can provide useful reference for the planning and construction of underground pipelines in other urban centers.
