摘要
高等教育枢纽的构建作为粤港澳大湾区协同发展的重要环节,在吸引和留住人才以及凝聚湾区内高等教育竞争力上具有重要的战略价值。粤港澳大湾区高等教育领域学术资源丰富,区域研发经费投入大,政治支持力度大,文化创新氛围较强,具备了构建高等教育枢纽的现实基础。高等教育枢纽建设也存在着粤港澳三地制度法律差异较大、湾区内创新人才流动物理阻塞以及官产学研互为脱节等制约因素。通过探索适合粤港澳大湾区高等教育现实发展需要的上层建筑、整合三地高等教育力量、加强开放力度,扩大中外合作办学范围,促进粤港澳大湾区高等教育枢纽的构建,进而吸引国内外优质人才。
Higher education hub, as an important part of the cooperative development strategy of Guangdong-HongKong-Macao Greater Bay Area, which has an important strategic value in attracting and retaining talents and cohering the competitiveness of higher education in the Bay Area. Guangdong-HongKong-Macao Greater Bay Area is rich in academic resources in the field of higher education. Large investment, strong interaction between industry, University and research, strong political support and strong atmosphere of cultural innovation, which provides a realistic basis for the construction of higher education hub. There are also some restrictive factors in the construction of higher education hub in Guangdong-HongKong-Macao Greater Bay Area, such as great differences in the systems and laws of the three places, physical obstruction of innovative talents in the Bay area, and the disconnection between government, industry, university and research. By exploring the national administrative organs suitable for the reality and decision-making needs of higher education in Guangdong-HongKong-Macao Greater Bay Area, integrating the higher education forces, we can help to build and promote the construction of higher education hub in Guangdong-HongKong-Macao Greater Bay Area, and then attract high-quality talents all over the world.
