摘要
目的通过医院止血材料品规遴选前后临床使用的变化研究,探讨物价政策下止血材料使用管控的方法,提高止血材料临床使用的规范性,为降低止血材料的医疗成本和确立临床使用的合理性原则提供参考依据。方法收集2018年1~10月临床各科室止血材料的出库数据,对比2018年7月前后基于物价政策对止血材料品规进行遴选前后临床科室止血材料的使用情况,分析止血材料临床使用管控的效果。结果止血材料品规遴选后,全院止血材料出库金额下降幅度较大;与去年同期相比,2018年8~10月不可单独收费止血材料出库数量占比增加、出库金额占比降低,可单独收费止血材料出库数量减少、出库金额占比增加;整体医院止血材料使用成本(出库金额)同比降幅较大,各临床科室止血材料使用成本额下降幅度显著。结论按照医疗服务项目价格政策,通过不可单独收费与可单独收费止血材料进行分类管理,可有效降低医院止血材料使用的整体成本;同时,进一步严格物价收费政策的限项收费规定,可规范止血材料的临床使用,提高合理性,降低患者的诊疗费用,减轻患者看病负担。
Objective By studying the changes of clinical use of hemostatic materials before and after the selection of hospital product regulations,this paper aimed to discuss the methods to control the use of hemostatic materials under the price policy,improve the standardization of clinical use of hemostatic materials,and provide reference basis for reducing the medical cost of hemostatic materials and establishing the rational principle of clinical use.Methods The data of the hemostatic materials of clinical departments from January to October in 2018 were collected.The use of hemostatic materials in clinical departments before and after the selection of hemostatic materials according to the price policy was compared before and after July 2018.The effect of management was analyzed.Results After the selection of hemostatic materials,the amount of hemostatic materials in the hospital decreased greatly.Compared with the same period of last year,the number of hemostatic materials in the period from August to October 2018 has increased,and the proportion of outbound materials has decreased.The number of hemostatic materials reduced separately,and the proportion of outbound storage increased.The cost of using hemostasis materials in clinical departments decreased greatly.Conclusion According to the price policy of medical service items,the classification and management of hemostatic materials that can not be separately charged or can be separately charged can effectively reduce the overall cost of using the hemostatic materials of hospitals.At the same time,the limit charge regulations for further strict price charging policies can regulate the hemostatic materials’clinical use,improve rationality,reduce the cost of patients'treatment,and reduce the burden of patients’medical treatment.
