摘要
随着经济发展和社会进步,以互联网、物联网、人工智能以及大数据为代表的网络技术得到了极大普及,对社会生产与生活产生了重大影响,以网络性社会关系、多元性社会利益、叠变性社会风险为特征的网络社会逐渐形成。社会治理生态发生了革命性变化,社会治理实践面临着严峻的行动困境,表现为网络关系的跨域性与社会治理的边界性之间的矛盾、网络结构的分散性与社会治理的中心化之间的矛盾、以及网络风险的叠变性与社会系统的脆弱性之间的矛盾。因此,网络社会的治理变革在于适应网络生态情境张力,社会治理行为应着眼整体性,注重包容性,实现韧性治理。
With the development of economy and social progress,the network technology represented by internet,internet of things,artificial intelligence and big data has been greatly popularized,which has had a significant impact on social production and life.The network society characterized by network social relations,pluralistic social interests and intersectional social risks has been gradually formed.Social governance ecology has undergone revolutionary changes,and social governance practice is facing severe action dilemma,which is manifested in the contradiction between the inter-regional relationship of network and the boundary of social governance,the contradiction between the decentralization of network structure and the centralization of social governance,and the contradiction between the intersectionality of network risk and the vulnerability of social system.Therefore,the governance reform of the network society lies in adapting to the tension of the network ecological situation.Governance behavior should focus on integrity,inclusiveness and resilience.
