摘要
日本《海洋基本计划》既是贯彻《海洋基本法》的有效举措,也是指导海洋事务的行动指针。2018年出台的第3期《海洋基本计划》是从国际格局的调整、地区安全环境的变化以及日本国内防卫态势的调整与强势政权的维持等三个维度综合考量分析的结果。相较前两期以资源的“基础开发”为主旨的《海洋基本计划》,“新计划”对政策的优先顺序做出了调整,更加侧重于海洋安全保障领域的“动态防卫”。这一政策调整预示着海洋安全自主防卫能力的提高将成为今后日本海洋战略的重要内容,毋庸置疑将会对日本自身,日美同盟关系以及中日战略互惠关系产生深远影响。此外基于“新计划”政策重心的调整给我国所带来的消极影响,有针对性地对我国海洋安全发展战略提出建议。
Japan’s“Marine Basic Plan”is not only an effective measure to implement the“Basic Law of the Sea”,but also an action guideline to guide Japan’s ocean affairs.The third phase of the“Marine Basic Plan”published in 2018,is the result of comprehensive consideration and analysis from three dimensions:the adjustment of the international pattern,the change of the regional security environment,the adjustment of the domestic defense situation in Japan and the maintenance of a strong regime.Compared with the“Marine Basic Plan”,which was based on the“basic development”of resources in the previous two periods,the“new plan”has adjusted the priority of the policy and focused more on“dynamic defence”in the field of marine security.This policy adjustment indicates that the improvement of self-defense capability of marine security will become an important part of Japan’s marine strategy in the future,and will undoubtedly have a far-reaching impact on Japan itself,Japan-US alliance and Sino-Japanese strategic and mutually beneficial relations.In addition,based on the negative impact of the adjustment of the focus of the“new plan”policy on China,this paper puts forward some suggestions on China’s marine security development strategy.
