摘要
科技资源是支撑科技活动、推动科技进步的重要物质基础,表现为从事科学技术活动的人力、物力和财力,其规模、结构是一个国家和地区科技创新实力和竞争力的重要体现;研发是创新活动的重要表现,研发成果也就是创新活动成果。近些年,中国企业的研发投入持续增长,研发水平也不断提高。总量上,中国科技资源是较充足丰富的,但以人均水平而论,中国科技资源的拥有量并不占优势。统而观之,中国从事研发活动的企业数、研发项目数均呈增长之势,整体上中国企业的研发创新活动都有较好的表现。未来,中国要加大科技投入,推动科研单位在基础科学领域的研究;强化企业的科研主体地位,推动前沿技术的研发和创新;优化科技资源配置,推动地区科技资源和科技力量的协调发展。
Scientific and technological resources are the important material basis for supporting scientific and technological activities and promoting scientific and technological progress,which are manifested in human,material and financial resources in scientific and technological activities,and their scale and structure are the important embodiment of the strength and competitiveness of scientific and technological innovation for a country and a region. R&D is the important manifestation of innovation activities,and its achievements are also the achievements of innovation activities. In recent years,the investment of R&D of Chinese enterprises has been growing,and the level of R&D is also improving. In terms of total amount,the scientific and technological resources are relatively abundant in China,but in terms of per capita level,China?s scientific and technological resources are not abundant. In recent years,the number of enterprises engaged in R&D and the projects of R&D have been growing in China. As a whole,R&D and innovation activities of Chinese enterprises have performed well in the past 10 years. In the future,China will increase investment in science and technology to promote research institutions in the field of basic science;it should strengthen the position of scientific research subjects of enterprises to promote research and development and innovation of cutting-edge technologies;it should optimize the allocation of scientific and technological resources to promote the coordinated development of regional scientific and technological resources and forces.
