摘要
当前我国东部沿海地区的劳动关系正处于深刻转型时期,工会的实践环境和发挥空间也在发生变化。现实中的企业基层工会究竟为谁代言,对工资分配和不平等有何影响?本文利用广东南海“企业—职工”匹配调查(2016)提供这一问题的答案。研究发现,企业工会的工资溢价显著存在,工会促使企业内部工资分布趋同,工资不平等减少。工会的代言人角色更多地体现在对低技能者、女性以及年资较长工人的保护,其作用途径是集体合同和申诉调解。此外,工会独特的工资制度安排是导致价格效应和工会企业工资优势的重要因素。本文为理解当今中国企业基层工会作用机制和劳动关系治理提供了重要线索和相应的政策启示。
Labor relations in the coastal regions of China are experiencing a profound transformation.The practical environment and space of Labor union are changing in the meantime.Thus,the problems arise:in reality,whom do grassroots unions represent and how can it affect the wage distribution and inequality during the transformation period?Based on the matched employer-employee dataset from Guangdong in 2016,this study finds that unions have a significant wage premium,promote wage convergence and then reduce wage inequality.Moreover,unions play a critical role in protecting those less-skilled workers,female and senior workers by means of the collective contract and mediation.In addition,the unique wage setting arrangements of unions result in the price effect and thereby provide benefits to the firms with unions.The study provides the clue to understand the mechanism of the labor union at grassroots level and handling labor relations and also makes suggestions on relative policy implications.
