摘要
随着乡村振兴战略的实施,中国农业经济发展成为政府工作的重点。在农业发展中,土地流转是重点问题。改革前期的家庭联产承包责任制已经满足不了现代农业发展的基本要求,并且还带来了土地细碎化、增加生产成本和阻碍农业科技推广等问题。另外,农村土地流转"三权分置"后,经常出现有关土地产出、土地流转期限和土地流转形式等问题,因此要尽快解决土地流转问题。以北京市通州区张家湾镇为例,对张家湾镇的土地流转现状和存在问题进行剖析,结合张家湾镇农民的意愿,从农民、村委会和政府三方面提出了相应的对策建议。
With the implementation of rural revitalization strategy, China’s agricultural economic development has become the focus of governments’ work. In the development of agriculture, land circulation is a key issue. The household contract responsibility system in the early stage of reform has not met the basic requirements of modern agricultural development, and has brought about some problems such as fragmentation of land, increase of production costs and impediment of agricultural science and technology promotion. In addition, after the Tripartite Rural Land Entitlement, problems such as land output, land transfer period and land transfer form often occur, so the land transfer problem should be resolved as soon as possible.Taking Zhangjiawan town of Tongzhou district in Beijing as an example, the status quo and existing problems of land transfer were analyzed, and some countermeasures were put forward from the aspects of farmers,village committees and government in combination with the wishes of farmers in Zhangjiawan town.
