摘要
建立市场化、多元化生态补偿机制是生态补偿机制体系改革的必由之路,从非正式制度视角出发,以系统论的思想为指引,沿着“要素—结构—功能”的分析范式,对不同补偿主体间的市场化生态补偿意识结构对市场化生态补偿机制培育绩效的影响进行系统探讨,研究结果表明:第一,直接补偿方内部的市场化生态补偿意识结构对市场化生态补偿机制的培育绩效具有重要影响,但在市场化生态补偿机制体系的不同发展阶段,其对应的最优市场化生态补偿意识结构存在显著的差别。具体而言,在市场化生态补偿机制体系的初级发展阶段,补偿方超前发展的“非均衡市场化生态补偿意识结构”最有利于促进市场化生态补偿机制培育绩效的增长,而对处于加速和稳定发展阶段的市场化生态补偿机制体系而言,受偿方超前发展的“非均衡市场化生态补偿意识结构”和补偿与受偿方协调发展的“均衡结构”更有利于推动市场化生态补偿机制培育绩效的增长。第二,直接与间接补偿方之间的市场化生态补偿意识结构也是影响市场化生态补偿机制培育绩效的关键,随着二者均衡程度的不断提升,其对市场化生态补偿意识培育绩效的促进作用也在不断增长。
The establishment of market-oriented and diversified ecological compensation mechanism is the only road which must be passed during the reforming process of ecological compensation mechanism.This paper made a systematically inquiry into the influence of conscious structure of market-oriented ecological compensation on the cultivation performance of market-oriented ecological compensation mechanism under the guidance of system theory together with the analysis paradigm of factor-structure-function from the perspective of informal institution.The research demonstrated that:(1)Compensation conscious structure among direct compensation agents present an important impact on the cultivation performance of the market-oriented ecological compensation mechanism,while the optimal structure differentiated a lot for different development stage of market-oriented ecological compensation mechanism.To be specific,unblanced structure which is characterlized by the prior development of compensation agent is most benficial for the primary stage,while unbalanced structure characterlized by prior development of compensation receiving agent and balanced structure for the acceleration and stable stage correspondently.(2)Compensation conscious structure between direct and indirect compensation agent plays an important role in the improvement of cultivation perfomance of matket-oriented ecological compensation mechanism as well,with the asceding of balance degreee between direct and indirect compensation agent,the promotion effect is increasing.
