摘要
随着生态文明建设的持续推进,地方政府生态环保意识和行为发生了积极变化,环境保护不再像其他公共物品一样容易被忽视,实施环境治理完成环保任务成为地方政府的重要工作目标。采用演化博弈分析方法,引入环境问责、环保绩效考核等作为中央政府约束机制的指标,构建地方政府财政环保支出竞争博弈模型,得到影响地方政府财政环保支出竞争博弈行为的关键因素。结果表明:一是地方政府的财政环保支出存在竞争行为;二是地方政府财政环保支出竞争行为受到治污成本、环境治理效果、污染排放量、外部效应、中央政府的环境问责及环保绩效考核等因素影响;三是在中央政府约束机制下,地方政府财政环保支出竞争的表现形式向“逐顶竞争”转变,从而带来区域环境质量的整体改善。
With the continuous progress of ecological civilization construction,the local government’s awareness and behavior of ecological environmental protection have changed actively.Environmental protection is no longer easy to be ignored like other public goods,and the implementation of environmental governance to complete the task of environmental protection has become an important goal of the local government.Using evolutionary game analysis method,introducing environmental accountability,environmental performance assessment and other indicators as the constraint mechanism of the central government,this paper constructs a competition game model of local government financial environmental protection expenditure,and obtains the key factors influencing the competition game behavior of local government financial environmental protection expenditure.The results show that:first,there is a competitive behavior in the local government’s financial expenditure on environmental protection;second,the competitive behavior of the local government’s financial expenditure on environmental protection is affected by such factors as the cost of pollution control,the effect of environmental control,the amount of pollution discharge,the external effect,the environmental accountability of the central government and the environmental performance evaluation;third,under the constraint mechanism of the central government,the local government’s financial expenditure on environmental protection competes.The form of expression changes to“top competition”,which leads to the overall improvement of regional environmental quality.
