摘要
实体经济是国民经济的主体,财政与实体经济发展相辅相成。目前地方财政服务实体经济仍存在三类约束,根据这些约束,提出健全地方财政服务实体经济的制度、提高地方财政服务实体经济的效能、加强地方财政对于实体经济的激励、防范地方财政服务实体经济的风险、促进地方财政协同金融、产业政策服务实体经济等建议。
The real economy is the main body of the national economy, and the development of fiscal and the real economy complement each other. At present, there still exist three bottlenecks for local fiscal to serve the real economy. According to the bottleneck constraints, this article put forward some suggestions:perfecting the system construction of fiscal to servereal economy,improving the efficiency of local fiscal to serve the real economy, increasingthe incentives of the local fiscalto servereal economy, guarding against the risk of local fiscal to servereal economy and promoting local fiscal in coordination with financial and industrial policiesto servefor the real economy, and so on.
