摘要
高速公路突发事件应急救援需要多个部门相互协同配合,但往往各部门之间协同配合能力差,且需要应急决策者对救援物资进行分配调度,由驾驶员依照经验进行线路规划,因此往往导致救援不及时,救援效果差。因此结合实际需要,设计并实现了基于地理信息系统(Geographic Information System,GIS)的高速公路突发事件应急资源调度系统,该系统由高速公路应急指挥部与其他救援部门共同使用,可将应急物资、各部门的应急出救点以及突发事故点标注到地图上,对应急资源进行管理,根据事故等级以及事故种类预测所需应急资源,提出一种可实际应用的应急资源优化调度方法,并使用粒子群优化算法对模型进行求解。该次实验中优化资源调度方案的总目标函数值优于未优化资源调度方案的总目标函数值的9.3%。
Emergency rescue of expressway emergencies requires coordination of multiple departments,but the coordination ability between departments is poor,and emergency decision makers are required to schedule rescue resources,and drivers plan the route according to experience,which leads to untimely rescue and poor rescue effect.Therefore,according to the actual needs,the emergency resource scheduling system for expressway emergencies is designed and implemented.The system is used by the expressway emergency headquarters together with other rescue departments.Emergency resource,emergency rescue points of various departments and accident points can be marked on the map,emergency resources can be managed,and emergency resource required for accident points can be predicted according to the accident level and type.A practically applicable emergency resource optimization scheduling method is proposed and the particle swarm optimization algorithm is used to solve the model.In this experiment,the total objective function value of the optimized resource scheduling scheme is better than 9.3%of the total objective function value of the unoptimized resource scheduling scheme.
