摘要
国际经验表明,基金会不仅是非营利性私立高校的重要办学主体之一和主要资金来源,还越来越多地从战略规划、学科布局、大学自治、教师发展等方面为其提供专业服务。随着我国民办教育进入分类管理时代,基金会办学逐渐成为新时期非营利性民办高校发展的重要选择之一。与国外相较,我国基金会办学仍处于起步阶段,政策上既要鼓励社会力量参与成立基金会,通过税收等手段引导并促使基金会在办学中积极、准确、高效地使用资金,同时也要完善支出管理、加大信息公开力度,探索出适合我国民办高等教育实践的基金会办学路径。
International research has revealed that foundations are one of the most important runners and the major source of funding of non-profit private HEIs. Moreover,foundations also provide professional services in terms of strategic planning,disciplinary layout,university autonomy,and teacher development for those institutions. With the implementation of classified management system in China to better support and regulate private education,the foundation-run school has become a vital form of Chinese non-profit private HEIs.Nonetheless,foundation-run school is still a new idea in China and at its early stage of development. To promote this innovative form of school management,the government should encourage more foundations,as well as other social organizations,to invest and participate in private HEIs by providing tax reductions and other preferential policies. Meanwhile,it is also important for foundations to improve expenditure management and increase transparency.
