摘要
基于指标体系的建模和分析是目前防震减灾能力评估中应用最广泛的方法。首先分析评价不同学者的防震减灾能力评估指标体系;在此基础上,选取应用最为广泛、评价数据容易规范获取的指标因子,进行德尔菲法筛选后,利用层次分析法计算指标因子权重,给出适合市县部门快速开展防震减灾能力评估的模型,并以嘉兴市为例给出防震减灾能力的评估结果。
At present,modeling and analysis based on an index system are widely used to assess and analyze earthquake disaster prevention and reduction abilities.In this paper,various index system for earthquake prevention and reduction ability assessment are compared and analyzed.On this basis,the index factors which are the most widely used and easily obtained are selected.Then,the paper use Delphi survey and AHP method to determine the weight of each index,provide a model suitable for cities and counties to quickly carry out assessments of earthquake prevention and disaster reduction capabilities,and give the evaluation results of Jiaxing's earthquake prevention and disaster reduction ability.
