摘要
当地震发生后,抗震救灾的相关部门首先应该考虑的是如何调配应急救援物资,以此确保受灾地区人民基本的生活和生命安全,防止消极情绪的产生引发其他社会问题。文章提出基于TOPSIS法确定受灾点救援物资需求紧迫程度的评价方法,选出物资需求紧迫程度大的多个受灾点,基于从多个救援点调配应急救援物资到多个受灾点的想法,构建一个运输成本最低、最大程度满足受灾点应急救援物资需求的数学模型,采用表上作业法求解该模型。使用具体算例求解验证,结果说明了该模型具备切实性和有效性。
After the earthquake,the relevant departments of earthquake relief should first consider how to allocate emergency relief materials,so as to ensure the basic life and life safety of the people in the disaster area,and prevent other social problems caused by negative emotions.Based on TOPSIS method,this paper proposes an evaluation method to determine the urgency degree of rescue materials demand in disaster stricken areas,selects multiple disaster stricken areas with high urgency degree of material demand,and constructs a mathematical model with the lowest transportation cost and the greatest extent to meet the emergency rescue materials demand of disaster stricken areas based on the idea of allocating emergency rescue materials from multiple rescue points to multiple disaster stricken areas solve the model.The results show that the model is practical and effective.
