摘要
在中国特色社会主义进入新时代的关键时期,网络强国、数字中国、智慧社会战略需要以数字政府建设为重要着力点落实落细,从而使得数字政府成为新时代以人民为中心的思想理论价值与实践的统一,也是深化“放管服”改革、重塑政府和市场关系的内在要求。在数据驱动和以大数据、云计算、移动互联网为代表的先进生产力的技术推动下,着力推进数字政府建设,从行政理念、组织结构、健全体制机制等多方面优化政府行政生态,推动政府职能转变,在资源共享、协调合作、公开透明、精准决策的目标指引下建设人民满意的服务型政府,从而达到百姓、企业、政府的共赢局面,促进政府治理能力和治理水平的全面提升。
In the critical period,when socialism with Chinese characteristics enters a new era,the network power,digital China,and smart society strategy need to implement digital government construction as an important focus,thus,making digital government the people-centered ideological and theoretical value of the new era.The unification of practice is also an inherent requirement for deepening the reform of“distribution management”and reshaping the relationship between the government and the market.Driven by data-driven and advanced productivity technologies represented by big data,cloud computing,and mobile Internet,we will promote digital government construction,optimize government administrative ecology,and promote government functions from administrative concepts,organizational structures,and sound institutional mechanisms.It is vital to transform and build a service-oriented government that is satisfied by the people under the guidance of the goals of resource sharing,coordination and cooperation,openness and transparency,and precise decision-making so as to achieve a win-win situation for the people,enterprises and the government,and promote the overall improvement of government governance and governance ability.
