摘要
科技监督评价与科技评估管理是推动科技成果向现实生产力转化的助推器,是促进城市经济发展的催化剂。在国家科技监督管理改革新形势下,科技项目的监督评价与评估管理的作用尤为重要。现有的方案和文件都是国家宏观层面的,缺少具体的应用性对策。已有的文献研究中学者们将监督评价与评估管理两者分离,指标体系也是分立的,缺少完整的、统一的二者融合的监督评估指标体系。因此,构建新的科技监督评价与科技评估管理融合的指标体系迫在眉睫。论文在梳理国内外科技监督评估体系文献的基础上,立足于大连市科技监督评估现状,构建了一套以科技创新质量、贡献、绩效为导向的科技监督评估体系,以期为相关部门加强和完善科技监督评估管理咨政谏言。
Scientific and technological supervision and evaluation management is the booster to promote the transformation of scientific and technological achievements into real productivity,and the catalyst to promote the development of urban economy.Under the new situation of national science and technology supervision and management reform,the role of supervision,evaluation and management of science and technology projects is particularly important.The existing programs and documents are all at the macro level of the country and lack of specific practical countermeasures.In the existing literature research,scholars separate the supervision and evaluation from the evaluation management,and the index system is also separate,lacking the integrated and unified supervision and evaluation index system.Therefore,it is urgent to build a new index system of integration of scientific and technological supervision and evaluation and scientific and technological evaluation management.On the basis of combing the literature of domestic and foreign scientific and technological supervision and evaluation system,and based on the current situation of scientific and technological supervision and evaluation in Dalian,this paper constructs a set of scientific and technological supervision and evaluation system guided by the quality,contribution and performance of scientific and technological innovation,in order to strengthen and improve the scientific and technological supervision and evaluation management advice for relevant departments.
