摘要
近年随着人民物质和精神生活水平不断提升,宠物消费升级,宠物经济呈现爆发式增长。宠物行业商业模式亦发生了重大改变,传统线下交易迅速被互联网交易所替代,出现了网络销售、宠物殡葬、撸猫吸狗等系列新型行业形态。然而由于涉宠法律法规体系、宠物行业规范以及宠物行业监管滞后的现状,使得动物卫生监督管理能力远落后于行业发展增速。因此,提出完善涉宠法律法规建设、明确部门职责并加强部门联动、做好动物卫生监督机构适应性调整、充分利用好现有监管抓手、加强宠物疫病防控和强制免疫工作、加强宣传和舆论引导,倡导规范养宠等措施办法,以期推动宠物领域卫生监管有序有效开展,促进行业健康发展。
In recent years,the consumption of pets has been upgrading and pet economy has been exploding along with increasing material and spiritual living standards of human.The business form of pet industry has also been signi cantly changed,that is,the traditional face-to-face trading has been rapidly replaced by internet trading,and a series of new forms have emerged,such as online marketing,pet funeral,experience places for petting cats and dogs.However,the competence of supervision and management for animal health are far behind the development of the industry due to the delay of supervision,standards,laws and regulations related to pets.Therefore,some suggestions were put forward,such as,improving laws and regulations concerning pets,defining responsibilities of relevant departments and strengthening their cooperation,adjusting the adaptability of animal health supervision agencies,making full use of current supervision methods,enhancing prevention and control of pet diseases and strengthening compulsory immunization,intensifying publicity and guidance for public opinions,and advocating standardized raising of pets,so that health supervision in pet industry could be orderly and effectively carried out to promote a healthy development.
