摘要
当前我国高校在专利运营方面,存在着专利有效实施率低、实施绩效不足的现实问题。通过分析可知,制约我国高校专利高质量运营的主要原因,在于专利运营团队的专业性不强,专利运营的激励和保障机制不足,以及专利运转模式不顺畅等因素。有鉴于此,在合理借鉴美国、日本专利运营实践经验的基础上,我国高校应着力构建“产学研”一体化的创新路径,进一步强化专利运营队伍的专业化程度,不断提升高校在专利运营激励和保障机制上的自主权和利益分配权,不断深化高校、企业在专利运营模式上的合作与协同。
At present,there are two practical problems in the patent operation of universities in China:low effective implementation rate of patents and insufficient implementation performance.Through analysis,the main reason for restricting the high-quality operation of patents in Chinese universities lies in the low professionalism of the patent operation team,the lack of incentive and guarantee mechanisms for patent operations,and the unsatisfactory operation mode of patents.In view of this,on the basis of experience of patent practice in the United States and Japan,Chinese universities should focus on building an innovative path of integration of production,education and research,further strengthen the degree of specialization of the patent operation team,continuously enhance the autonomy and benefit distribution rights in the incentive and guarantee mechanisms for patent operations in universities,and continuously strengthen the cooperation between universities and enterprises in the patent operation mode.
