摘要
本研究基于国务院办公厅发布的《关于深化产教融合的若干意见》这一政策视角,在科教资源低丰度地区高等教育园区建设的可行性分析基础上,以深圳虚拟大学园和苏州独墅湖科教创新区两个典型案例为研究对象,对两地高等教育园区建设的业主代表、投资主体、办学主体等进行深度访谈。通过对访谈资料的分析发现,科教资源低丰度地区高等教育园区具有发展定位与地区产业规划紧密融合化、产权结构多样化、办学主体国际化、创新创业主体化、运营机制服务化的鲜明特征。在科教资源低丰度地区建设高等教育园区,应采取在密集嵌入科教资源基础上推进产教融合、在政府主导下逐步强化市场主体作用以及在产教协同基础上逐步拓展产城融合的建设策略。
From the policy perspective of the“Several Opinions on Deepening the Integration of Production and Education”issued by the General Office of the State Council,this study begins with a feasibility analysis of building higher education parks in areas with low-abundance of science and education resources.It then takes Shenzhen Virtual University Park and Suzhou Dushu Lake Science and Education Innovation Zone as two typical cases and conducts in-depth interviews with owners'representatives,investment subjects,and school-running subjects in the construction of the two higher education parks.Through the analysis of the interview data,it is found that higher education parks in areas with low-abundance of science and education resources have the distinctive features of development orientation closely integrated with regional industrial planning,diversification of property rights structure,internationalization of school-running subjects,subject-centered innovation and entrepreneurship,and service-oriented operational mechanisms.The construction of higher education parks in areas with lowabundance of science and education resources need to promote the integration of production and education based on intensive embedded science and education resources,gradually strengthen the role of market players under the leadership of the government,and gradually expand the construction strategy of the integration of production and city based on the synergy between production and education.
