摘要
空间正义理论自兴起以来,一直集中于批判资本主义城市空间生产所造成的空间资源和空间产品分配不公正现象,而对于其所导致的不公正的生态环境后果并没有给予足够重视。事实上,由于空间资源既具有空间属性又具有生态属性,在空间生产、分配和消费领域都蕴含着生态价值诉求。为此,社会主义空间正义应该超越资本逻辑主导的空间生产,建构起一种规范人与人、人与自然之间新型空间关系的价值准则,即空间公正和生态正义的统一,代内空间正义和代际空间正义的统一,国内空间正义和国际空间正义的统一,旨在实现不同群体、不同地域在空间资源和产品分配上的公正合理,以及在空间利益获得和环境代价与风险承担上的权利义务对等。空间正义所诉求的空间和生态双重目标要求未来我国的国土空间规划必须确立以生态为基础的整体性、长远性规划,在不同空间尺度上公正合理调配空间资源,化解人与自然、人与人之间的空间矛盾和利益冲突,确保人民共享空间发展成果。
Spatial justice theory has focused on criticizing the inequality of spatial resources and space product distribution caused by capitalist urban space production,but has not paid enough attention to the unfair ecological and environmental consequences caused by such space production.In fact,as spatial resources have both spatial and ecological attributes,there are ecological value demands in the fields of space production,distribution and consumption.So socialist spatial justice should go beyond the space production predominated by capital logic and we should construct a new value criterion that regulates the spatial relationships between human and nature,and between man and man,which is an integration of spatial justice and ecological justice,an integration of intragenerational spatial justice and intergenerational spatial justice,and an integration of national spatial justice and international spatial justice.This new value criterion aims to achieve fairness and rationality in the distribution of spatial resources and space products among different groups and regions,and realize equality between rights and obligations in their acquisition of spatial benefits,environmental costs and risk-taking.The spatial and ecological goals pursued by spatial justice require that China's future land space planning must be established as an integrated long-term planning based on ecology,and rationally allocate spatial resources on different spatial scales to resolve the spatial contradictions and conflicts of interest between human and nature,and between man and man,so as to ensure all the people can share the fruits of spatial development.
