摘要
基于新三板2012~2016年5年间2363家科技企业的面板数据,利用Heckman两步法从区域差异和行业差异视角实证比较了国家科技园内外科技企业研发效率的差异。实证结果表明:(1)从整体来看,科技园园内企业的研发效率远远大于园外企业的研发效率,这说明国家科技园能够显著提升科技企业研发效率;(2)科技园对科技企业研发效率的提升作用具有明显的区域差异和边际效用递减规律,欠发达地区科技园对科技企业研发效率的促进作用远远大于发达地区科技园对科技企业研发效率的促进作用;(3)国家科技园对科技企业研发效率的促进作用具有明显的行业差异性,科技园不能提升科技含量较低的社会服务业企业的研发效率,但能显著提升科技含量较高的制造业和信息技术业企业的研发效率。国家科技园不仅可以促进科技企业提升研发效率,而且政府通过对其合理布局,还有助于缩小地区间经济发展差距。
Based on the new over-the-counter(OTC)market’s 2363 scientific and technological enterprises’(SATE)panel data from 2012 to 2016,the paper uses Heckman two-step model to study the impact of technology parks on the SATE’s R&D efficiency from the perspective of regional and industrial differences.The empirical study concludes that SATE located in national technology parks have higher R&D efficiency than SATE located outside technology parks,and the promotion effect of technology parks on SATE’s R&D efficiency has regional and industrial difference effect and follows the law of diminishing marginal utility.The promoting effect of technology parks on SATE’s R&D efficiency in less developed areas is greater than that in technology parks in developed areas,and the effect in high-tech industries,i.e.manufacturing and information industries,is greater than that in low-tech industries,such as social services industry.The paper concludes that national technology parks can promote the development of technology industry and narrow regional economic gaps on the condition that relevant government policies are established.
