摘要
医疗机构是全面提升我国口腔健康水平,助力健康中国建设的重要责任承担者。医疗机构必须按照国家有关标准做好口腔器械消毒灭菌工作,确保口腔器械安全。2017年6月1日,关于口腔器械消毒灭菌的卫生行业标准《口腔器械消毒灭菌技术操作规范》(WS 506-2016)开始施行,标准共分为9章6个附录,是我国口腔专业领域消毒灭菌工作应当遵循的一项强制性卫生行业标准[1],适用于各级各类医疗机构。该操作规范对口腔器械消毒灭菌的处理原则、操作流程和要求均作了明确规定。以一起未执行该操作规范被给予行政处罚的案件为例,分析认定此类违法事实在调查取证和法律适用方面需要关注的重要内容,从口腔器械消毒灭菌过程中存在的问题探讨卫生行政执法工作的方向,供同行参考。
Medical institutions are important responsibility bearers for improving the level of oral health in China and helping to build a healthy China.Medical institutions must ensure the safety of dental instruments in accordance with relevant national standards and regulations of disinfection and sterilization.On June 1,2017,the Technical Standard for Disinfection and Sterilization of Dental Instruments WS 506-2016 was implemented.The Standard is divided into 9 chapters and 6 appendixes.It is a mandatory health industry standard for the disinfection and sterilization of professional dental field in China.It is applied to all types of medical institutions at all levels.Treating principles,operating procedures and other requirements for the disinfection and sterilization of dental instruments are defined.This article took an example of a punishment case in which the dental clinic didn’t follow the WS 506-2016,and analyzed the important contents investigating such illegal facts need to pay attention to in evidence collection and legal application,and discussed the problems in the process of dental instruments disinfection and sterilization,as a reference for law enforcement officers in the process of health administration.
