摘要
上海旧区改造必须变革现有模式,推动政府和国有企业主导向“政府引导、市场主导、居民参与”的模式转变,加快探索旧区改造的市场化路径,破除社会资本尤其是民营企业参与旧改的壁垒,创造公平、透明的旧改市场环境,集聚更多有实力的社会资本,形成旧改的更大合力。
The transformation of Shanghai’s old districts must change the existing mode,promote the transformation of government and state-owned enterprises to the mode of“government guidance,market guidance and residents’participation”,accelerate the exploration of the market-oriented path of the transformation of old districts,break down the barriers of social capital,especially private enterprises,participating in the transformation,create a fair and transparent market environment for the transformation of old districts,gather more powerful social capital,and form a greater joint force for the transformation of old districts.
