摘要
构建山地河谷地区的生态安全格局对协调生态脆弱区的人地关系,指导建设用地空间管制,推动山区经济社会可持续发展具有重要意义.本文以福建省沙溪重点开发区为例,基于1992年、2000年和2015年三期土地利用数据,分析建设用地变化特点,并通过识别地质灾害防护、乡土文化遗产保护、生物保护和洪水防范等四类生态源地,应用MCR构建区域综合生态安全格局,结合DEM开展建设用地空间管制分区研究.结果表明:23 a间研究区居住用地和工矿用地持续增长,特别是工矿用地增长速度高达264.63%,但受河谷地形制约,建设用地扩张的集聚性极强,主要集中在沙溪干流5 km的缓冲区内,区域人口、资源与环境的矛盾日益突出;研究区综合生态安全格局以中、高安全格局区域为主,分别占研究区总面积的42.43%和41.47%,而低安全格局面积仅占16.10%,生态安全格局与其重点开发区的主体功能定位基本吻合;基于综合生态安全格局和山地河谷地形特点,提出建设用地空间管制分区方案,其中禁止建设区面积1354.66 km2,占38.94%;限制建设区面积最大,为1408.70 km2,占40.49%;作为建设用地后备资源的允许建设区受地形制约显著,面积504.10 km2,占14.49%,且分布离建成区较远.研究结果将为主体功能区的国土空间规划、土地资源利用与生态环境协调发展提供科学依据与参考.
Ecological security pattern construction in mountain and valley areas is significant for harmonizing the human-land relationship in ecological fragile areas,providing guidance for spatial control of construction land as well as promoting sustainable development of economies and society in mountain areas.Taking Shaxi Key Development Area as a case study area,the paper studied features of change on construction land,constructed regional comprehensive ecological security pattern with MCR by identifying four types of ecological sources,namely geological disaster precautions,rural cultural heritages protection,biological protection and flood control as well as space partition on construction land based on DEM,according to the data of land use in the years of 1992,2000 and 2015.Results showed that:Use of residential and industrial land in the study area continued to grow in the past 23 years,especially the latter,with a growth rate of 264.63%.With the limitation of valley landform,increasing use of construction land developed a tendency of clustering,5 kms along the main stream of Shaxi River within the buffer zone,which underlined the regional conflicts among population,resources and environment gradually.The areas of moderate and high levels ecological land dominated the comprehensive ecological security pattern in the study area,accounting for 42.43%and 41.47%,respectively,while the area of low level ecological land accounted for 16.10%.Therefore,the ecological security pattern matched with the functional positioning of the key development area.Under the features of the valley landform,the project of space partition for construction land is proposed according to the comprehensive ecological security pattern.The area of prohibited construction land covered 1354.66 km^2,accounting for 38.94%of the study area while the area of restricted construction land,as the biggest part,covered 1408.70 km^2,accounting for 40.49%.Limited by landform,the area of permitted construction land,being as the reserved resource,covered 504.10 km^2,accounting for 14.49%,which was far away from the built-up area.The research provides scientific basis and reference for the land use planning,use of land resources and harmonious development of ecological environment in the main functional area.
