摘要
目前,科技扶贫进入承上启下的阶段,由单纯技术提供向综合性技术服务转变,这期间成本不断增加、难度持续增强。科技扶贫服务供需失衡,资源配置不均衡、不公平,自然灾害,技术风险以及市场风险等因素均制约着科技扶贫的效益。为此,文章提出了通过增加科技服务的有效供给、强化组织性的资源配置、提供功能多样化的农业生产、提高优质农产品的市场占有率等措施,实现以科技带动贫困者脱贫致富的目标。
At present, poverty alleviation through science and technology is playing an important role of a connecting link between the preceding and the following. It is transforming from simply providing technology to providing comprehensive technical services. Thus, it is facing a series of development difficulties, such as increasing costs and degree of difficulty,supply-demand imbalance of services, unbalanced resource allocation and etc.. At the same time, natural hazards, technical risks and market risks restrict the benefits of poverty alleviation through sciences and technology. Optimization paths have been put forward to realize the target of shaking off poverty and becoming prosperous through science and technology,including increasing effective supply of science and technology services, intensifying resource allocation, providing diversified agricultural production, improving market share of high-quality agricultural products.
