摘要
城市"退二进三"调整规划后,重污企业迁出的原地块经流转后用途调整,但被迁出企业在原地块遗留的"棕色地块"污染问题由于政策、财政、技术等原因被"搁置",而企业"群迁"形成的化工园区,因人口流动、企业群结构、周边环境的改变,存在安全风险与环境风险的双重隐患。"退二进三"调整规划的推行仍需各地因地制宜,充分考虑不同地区的城市化水平与经济状况差异,确保"退""进"的协调安排。此外,城市"退二进三"调整规划的绿色推进,需要汲取城市管理智慧,重建城市"微循环",以确保城市建设用地流转的安全可持续,同时需优化化工园区的安全生产、集群规模与空间分布,以使国家产业结构调整获得社会可持续。
Since the policy of " reducing the secondary industry and promoting the third" was carried out,more and more polluting factories have been moved out of cities and into suburbs,which bring about environmental problems in original urban industrial landcirculation and specialization of chemical industrial parks(CIP). The lingering problems of industrial pollution remain serious in original urban lands,and a dual pitfall of safety risks and environmental risks has arisen in new planning areas due to the changes in population mobility,enterprise cluster structure,and surrounding environment. Therefore,it is extremely important to consider suitable measures with different local conditions, such as urbanization level, economic condition and so on, to ensure the coordination and oversight for all sites. Besides,the key objective and sustainable move in industrial structure adjust and safety production is to rebuild urban micro-circulation and optimize the layout and distribution of CIP,which should be based on the experience and insights of city management.
