摘要
互联网、大数据等新一代信息技术塑造了一种全新的社会场域,即虚拟社会。在虚拟社会脱域性、流动性、去中心化特征的影响下,传统恐怖主义迅速演变与升级,已成为世界各国公共安全领域面临的新威胁。虚拟社会的反恐工作应从机制构建与阵地控制两个维度入手,建立国家反恐力量整合机制、国际反恐合作机制与恐怖主义危机应对机制,同时利用大数据与人工智能等技术实现恐怖活动的动态检测与预警。
The new generation of information technology,such as the Internet and big data,has created a new social field called virtual society.Under the influence of delocalization,mobility and decentralization of the virtual society,traditional terrorism has evolved and escalated rapidly and has already posed a new threat to the public security in the world.The counter-terrorism work in the virtual society should focus on two aspects:mechanism construction and position control,including establishing the national counter-terrorism power integration mechanism,the international counter-terrorism cooperation mechanism and the terrorism crisis coping mechanism.Meanwhile,it should also use the advanced technology,such as big data and artificial intelligence,in order to accomplish dynamic detection and early warning of terrorist activities.
