摘要
文章通过对我国工程总承包发展现状阐述,分析工程总承包计价中存在的主要问题,针对工程总承包招标阶段特点,探索适应于工程总承包计价需求的计量计价方式,并据此构建满足不同设计深度、不同功能需求、不同复杂程度招标的多层级工程量清单体系。最后,对实施多层级工程量清单体系提出相关建议:建立完善多层级工程量清单计价计量规范体系;建立完善的多层级工程量清单配套指标及定额体系;修订相关的合同及招标投标标准文本;推行指数调价法等清单计价配套制度。
Main problems existing in the engineering general contracting valuation are analyzed through describing the present situation of engineering general contracting development in China,suitable valuation and pricing mode of engineering general contractingpricing demands are explored according to the characteristics of the engineering general contracting bidding stage,thereby building a multi-level system of bill of quantities satisfying different design depths,different functional requirements and the tender of different complexities.Finally,some suggestions are put forward for the implementation of the multi-level bill of quantities system:to establishand perfect multi-level BOQ pricing and valuation regulation system,establish a complete multi-level bill of quantities supporting indicators and quota system,revise relevant contracts and bidding standard texts,and introduce the index pricing method and other list pricing supporting systems.
