摘要
随着国家对生态文明建设的愈加重视,农村人居环境治理逐渐成为重点工作任务,人居环境的改善提升成为推动乡村振兴工作的重要抓手。针对北京市部分农村地区居民开展调查,内容包括个人基本情况、生活垃圾生活污水治理现状、参与人居环境治理的积极性等方面,根据调研结果,分析了在当前发展的大背景下,北京市农村人居环境治理的能源使用、生活污水处理、生活垃圾处理现状,剖析了其中存在的村民生态环保理念薄弱、农村基础设施建设落后、缺少参与式治理制度、农户缺乏积极性等现实问题。基于此,从增强农户环保意识、实现农户参与式治理、完善农村基础设施等3个方面提出优化北京市农村人居环境的政策建议,并对未来北京市农村人居环境治理前景做出展望。
With the country's increasing emphasis on the construction of ecological civilization,the governance of rural human settlements has gradually become a key task,and the improvement of human settlements has become an important starting point for rural revitalization.A survey was conducted on residents in some rural areas of Beijing,including personal basics,the status quo of domestic waste and sewage treatment,and enthusiasm for participating in the environmental governance of rural habitats.According to the results of the survey,in the context of the current development,the status quo of energy use,domestic sewage treatment,and domestic waste treatment of the environmental governance of rural habitats in Beijing was analyzed,and some practical issues were dissected such as weak ecological and environmental protection concepts of villagers,backward rural infrastructure construction,lack of participatory governance system,and lack of motivation of farmers and so on.Based on this,policy suggestions on optimizing the environmental governance of rural habitats in Beijing were put forward from enhancing farmers'awareness of environmental protection,implementing participatory governance of farmers,and improving rural infrastructure,and the future prospect of rural environmental governance was forecasted.
