适应光伏学习曲线的分布式交易过网费机制 被引量:11

摘要 立足于分布式交易和光伏去补贴平价上网的背景,利用分布式交易缓解国家宏观政策调整对分布式光伏的不利影响,为分布式光伏在去补贴条件下提供投资回报途径和过渡机制。分析分布式交易模式、过网费机制和交易前后利益变化,分析过网费的关键问题,提出去补贴条件下适应光伏成本学习曲线的过网费机制,通过案例进行验证。结果表明,随着光伏单位容量成本降低,过网费的社会作用逐渐减小并回归输配电价水平。电网企业让渡部分输配电价空间,为光伏健康发展承担了积极的社会责任。 On the background of distributed trading and non-subsidy of photovoltaic,the distributed trading is one of effective measures to alleviate the adverse effect of macroeconomic policy adjustment on distributed photovoltaic,providing a way of investment return and transition mechanism for the distributed photovoltaic on the condition of the non-subsidy.Firstly,this paper analyzes the mode of the distributed trading,the price mechanism and key points of use of system charge and the change of interests before and after trading,and proposes the price mechanism of use of system charge adapted to the learning curve of photovoltaic cost with non-subsidy,which is verified by a case.The result shows that with the decrease of the unit capacity cost of the photovoltaic,the social function of the use of system charge decreases accordingly and gradually returns to the level of transmission and distribution price.Power grid enterprise takes positive social responsibility for photovoltaic development by delivering the space of the transmission and distribution price.
