摘要
通过梳理农村社会保障与土地流转之间的历史演进规律,可知二者有内在的逻辑关系,一方面,二者之间存在正相关关系;另一方面,二者之间也存在政策上的冲突性.具体表现为农村社会保障不完善会阻碍农村土地流转实施,而土地流转的深入也会促进社会保障事业发展.从促进农村土地流转的视角,应以农村土地流转为契机,明确政府及相关保障机构的职能地位,多渠道、多形式拓宽农村社会保障资金来源,优化农村社会保障结构,完善农村社会保障体系,系统推进农村各类别社会保障事业发展.
By combing the rules of historical evolution between rural social security and land transfer,it can be seen that the two have an inherent logical relationship.On the one hand,there is a close relationship between the two and there is a positive correlation;on the one hand,the two Conflicting policies.The specific manifestation is that inadequate rural social security will hinder the implementation of rural land transfer,and the deepening of land transfer will also promote the development of social security.From the perspective of promoting rural land transfer,we should take the rural land transfer as an opportunity to clarify the functional status of the government and related security agencies,expand the sources of rural social security funds in multiple channels and forms,optimize the rural social security structure,and improve the rural social security system.Systematically promote the development of various types of rural social security undertakings.
