摘要
研究目的:基于2013—2019年浙江德清集体和国有工业用地微观土地交易数据,实证分析集体建设用地入市对城乡建设用地市场的影响效应和作用机制.研究方法:微观计量经济方法.研究结果:(1)集体工业用地价格和利用效益明显较国有工业用地要低;(2)集体建设用地入市对国有工业用地价格具有正向效应,将推动周边国有工业用地价格上涨9.5%;(3)集体建设用地入市试点改革降低了城乡建设用地价格差距,空间集聚有助于提升集体工业用地入市价格.研究结论:政府应深入推进集体建设用地同权同价入市,促进城乡建设用地市场协调发展.
The purpose of this paper is to study the effects and mechanisms of the marketization of collective-owned construction land on urban-rural construction land market, based on the micro-level land transaction data from Deqing County, Zhejiang Province in 2013-2019. The method of micro-econometric analysis is employed. The results show that: 1)the price and efficiency of collective-owned industrial land are obviously lower than those of state-owned industrial land;2)the marketization of collective-owned construction land exerts a positive effect on the price of state-owned industrial land, contributing to the increase of neighboring state-owned industrial land price by 9.5%;3)the pilot reform on the marketization of collective-owned construction land has narrowed the price gap between urban and rural construction land, and spatial agglomeration is conducive to raising the price of collective-owned construction land. In conclusion, the government should further promote the marketization of collective-owned construction land featured as the same rights and prices, and promote the coordinated development of urban-rural construction land market.
