摘要
中国学校体育的制度体系和治理机制,是中国教育制度体系和治理机制的重要组成部分。作为培养人才的基础工程,教育的制度体系和治理机制要优先发展,率先实现现代化。我们首先要坚定和遵循党的教育方针,即培养学生德智体美劳全面发展。学校教育要在六个方面下功夫,学校体育也要立足于:坚定学生的理想信念,厚植学生的爱国主义情怀,加强学生的品德修养,增长学生的知识见识,弘扬学生的奋斗精神,培养学生的全面发展;具体目标就是"四位一体",即享受乐趣、强健体质、健全人格、锤炼意志。我们下一步的工作,就是发挥好中国特色社会主义制度的优势,调动社会各界力量来解决好困扰学校体育健康发展的各方面的问题,通过完善制度将目标变成现实,首要任务是确立"教会、勤练、常赛"教学制度,建立师资和场地设施保障制度以及非常明确的激励制度。
The institutional system and governance system of physical education at school in China is an important part of China’s institutional system and governance system of education. As a basic project for cultivating talents, the institutional system and governance system of education must be developed first, and modernization must be prioritized. We must first uphold and follow the education policy of the Communist Party of China, which is to train students to develop in an all-round way. School education must work on six aspects, and physical education at school must also be based on standing firm in support of students’ ideals and beliefs, cultivating students’ patriotism, strengthening students’ moral cultivation, increasing students’ knowledge, promoting students’ struggling spirit, and promoting the overall development of students. The specific goals include enjoying fun, strengthening the physique, improving the personality, and exercising the will. Our next step is to give full play to the advantages of the socialist system with Chinese characteristics, mobilize forces from all walks of life to solve the problems that plague all aspects of the healthy development of school sports, and make the goal a reality by improving the system. The first task is to establish the teaching system of "thorough teaching, diligent training, and regular competition", the security system of teachers and facilities and a clear incentive system.
