摘要
整理了中央及地方各部门发布的BIM政策并运用类型化分析法、PMC指数模型进行政策量化评价并提出优化建议。结果表明,我国BIM政策工具组合普遍失衡,环境面政策工具过溢严重;需求面政策工具严重不足;地区BIM政策效力差异显著。建议中央及地方各级政府均衡政策工具组合模式,合理增加需求面政策工具运用以激发市场配置潜力;建立BIM跨区域合作扶持、援助及利益补偿机制,降低地区间BIM发展梯度。
This paper sorts out the BIM policies issued by the central and local departments and applies the typed analysis method and PMC index model to conduct quantitative evaluation of policies and put forward suggestions for optimization.The results show that there is a general imbalance in the use of BIM policy instruments in China,and the overflow of environmental policy instruments is serious.Demand side policy instruments are seriously insufficient;There are significant differences in the effectiveness of BIM policies in different regions.It is suggested that the central government and local governments at all levels should balance the policy instruments and reasonably increase the use of policy instruments on the demand side to stimulate the potential of market allocation.Establish a BIM cross-regional cooperation support,assistance and benefit compensation mechanism to shorten the inter-regional BIM development gradient.
