摘要
京津冀协同发展整体定位中包括"区域整体协同发展改革引领区""全国创新驱动经济增长新引擎",这意味着京津冀担负着率先谋划和推进改革、成为全国高质量发展动力源的重任。过去六年,京津冀三地在协同发展中"一体化"意识日益增强,在交通一体化、产业转移和生态环境联防联控联治方面成效显著,区域一体化制度建设不断加快,三地正在合力走上高质量协同发展之路。但京津冀高质量协同发展还需从协同理念、制度创新、人才共享机制三方面持续发力。推动京津冀成为全国高质量发展新动力源亟须从以下三方面突破:以文化创新引领理念先行,以科技创新引领动能转换,以制度创新保障区域协同创新发展健康前行。
The overall positioning of the coordinated development of the Beijing-Tianjin-Hebei region includes"the leading area of regional overall coordinated development and reform"and"the new engine of national innovation driven economic growth",which means that the Beijing-Tianjin-Hebei region takes the lead in planning and promoting reform and becomes the driving force of national high-quality development.In the past six years,the Beijing-Tianjin-Hebei region is becoming more and more aware of the idea of"holding together for warmth"in the coordinated development.They have made remarkable achievements in traffic integration,industrial transference and joint control,and governance of ecological environment.The construction of regional integration system has been accelerating,and the three regions are embarking on the road of high-quality coordinated development.However,the high-quality coordinated development of the Beijing-Tianjin-Hebei region still needs continuous efforts from three aspects:the concept of coordination,system innovation,and talent sharing mechanism.To promote the Beijing-Tianjin-Hebei region to become a new power source of high-quality development in China,we need to make breakthroughs in the following three aspects:leading the concept with cultural innovation,leading the kinetic energy transformation with scientific and technological innovation,and ensuring the healthy development of regional collaborative innovation with institutional innovation.
