全球价值链下产业研发三阶段效率研究:以中国装备制造业为例 被引量:15

摘要 在全球价值链已成为全球经济治理主要体系的时代背景下,将全球价值链攀升作为研发产出成果引入研发评价体系之中,从效率视角建立涵盖研发资源投入因素、绩效产出因素和影响因素的产业研发评价指标体系,进而构建研发三阶段效率评价模型;在此基础上,基于行业面板数据和SFA方法对产业研发三阶段效率及影响因素的影响强度与方向进行测度和对比性分析。研究发现:中国装备制造业的全球价值链嵌入位势保持了持续攀升态势;产业研发三阶段效率虽有波动但整体呈现出逐年提高,且三阶段效率依次降低的规律;研发投入中的资金资源及人力资源投入对产业研发效率具有正向影响;研发影响因素中的企业规模及全球价值链嵌入强度对产业研发效率具有正向影响,而行业集中度及国有成分比重则具有负向影响;在此基础上提出提高中国装备制造业研发效率的策略建议。 As the GVC has become one of the most important systems of global economic governance,this paper breaks through the shackles that industrial R&D output research is limited to two-dimensional perspectives of direct output and economic transformation,and introduces GVC factors into the R&D output evaluation system to form a three-stage efficiency system of R&D output.Based on the scarcity of R&D resources and the deconstruction of GVC factor,this paper establishes an industrial R&D input-output evaluation index system covering R&D input factors and R&D direct output,economic transformation of the output and GVC climbing from the perspective of efficiency,and then constructs a three-stage efficiency evaluation model between R&D input and output.On this basis,based on industry panel data and SFA method,this paper measures the industrial three-stage R&D efficiency and its influencing factors.It is found that the GVC embedding potential of China’s equipment manufacturing industry keeps rising,while the strength of GVC embedding is relatively stable;the efficiency of R&D three-stage of China’s equipment manufacturing industry and its sub-industries have increased year by year,and the R&D direct output efficiency is higher than the economic transformation efficiency,and the economic transformation efficiency is higher than GVC climbing efficiency.The investment of capital resources and human resources of R&D has a positive impact on industrial R&D efficiency,and the impact of human resources quality is more significant;the size of enterprises and the embedded strength of GVC have a positive impact on industrial R&D efficiency,while the concentration of industry and the proportion of state-owned components have a negative impact on industrial R&D efficiency.On this basis,some suggestions are put forward to promote the R&D efficiency of equipment manufacturing industry in China,such as"improving the quality of R&D personnel for R&D","promoting the growth of non-public sector"and"preventing market monopoly".
