摘要 区块链技术特性与县域微型创新系统构建需求高度契合,区块链高效的共享、平权、开放的运行方式,能够有效解决县域创新的问题和痛点,有助于增强县域创新主体协同水平和提高县域创新资源的投入效率。以区块链技术应用为核心,在构建“区块链+县域微型创新系统”的基本框架的基础上,打造县域微型创新系统的“区块链+平台模块”和“区块链+要素模块”,并通过“创链”有效融合新载体等手段,构建分布式、共享型、开放式的县域微型创新系统,高效整合创新资源,为基层创新带来发展动力和活力,为我国建设创新型国家提供强有力的支撑。 The implementation of innovation driven development strategy focuses on large and medium-sized cities,but the foundation and difficulties lie in counties.Compared with large and medium-sized cities,county level scientific and technological resources concentration is low,scientific and technological achievements conversion rate is low,and scientific and technological research and development platform is few,which leads to poor innovation vitality and seriously restricts the improvement of county level scientific and technological innovation.The"grassroots cells"of the national innovation system urgently need to make efforts to change the situation that the supply of science and technology cannot meet the needs of county transformation and upgrading,and to build a solid foundation for the national innovation system.Through the research,it is found that the technical characteristics of the blockchain are highly consistent with the construction requirements of the county micro innovation system.The efficient sharing,equal rights and open operation mode of the blockchain can effectively solve the problems and pain points of county innovation,and help to enhance the collaborative level of county innovation subjects and improve the investment efficiency of county innovation resources.Taking the application of blockchain technology as the core,on the basis of building the basic framework of"blockchain+County micro innovation system",this paper builds the"blockchain+platform module"and"blockchain+element module"of the county micro innovation system,and constructs the distributed,shared and open county micro innovation system through the effective integration of new carriers and other means of"creation chain",which is efficient and integrated Combining innovation resources,bringing development power and vitality to grassroots innovation,and providing strong support for China to become an innovative country.
