摘要
长三角城市群发展受大气污染、土地资源紧缺、江河“跨界污染”等环境问题的严重制约。选取2012—2017年环境治理投入指标和产出指标,运用超效率SBM-DEA模型和Malmquist指数,分别从静态和动态两个角度测算长三角城市群环境治理绩效值;运用回归模型分析长三角城市群环境治理绩效的五个影响因子。静态测算结果表明长三角城市群整体环境治理绩效水平较高。动态测算结果表明综合效率指数抑制了长三角城市群环境治理绩效水平的提升。影响因子分析结果表明:第三产业占比、人均GDP对环境治理绩效产生正面影响;人口密度,授权专利数,水利、环境、公共设施管理业投资完成额占比对其产生负面影响。
The development of urban agglomerations in the Yangtze River Delta is seriously restricted by environmental problems such as air pollution,shortage of land resources and“cross-border pollution”of rivers.Taking the input and output indicators of environmental governance from 2012 to 2017 and using the super-efficiency SBM-DEA model and Malmquist index,this paper measures the environmental governance performance of urban agglomerations in the Yangtze River Delta from the static and dynamic perspectives;and uses the regression model to analyze the five impact factors of the environmental governance performance of urban agglomerations in the Yangtze River Delta.The static measurement results show that the overall environmental governance performance ofurban agglomerations in the Yangtze River Delta is at a high level.The dynamic measurement results show that the comprehensive efficiency index restrains the improvement of environmental governance performance of urban agglomerations in the Yangtze River Delta.The impact factor analysis results show that the proportion of the tertiary industry and GDP per capita have positive impacts on the environmental governance performance,while population density,the number of authorized patents and fulfilled amounts of investment on water conservancy,environment and public facility management have negative impacts on it.
