新时代高等学校教师学术评价的改进 被引量:20

The Improvement of the Academic Assessment of College and University Teachers in the New Era

摘要 高等学校教师学术评价关涉高等学校的学术生态环境和发展质量。在新的历史时期,高等学校教师学术评价必须坚持科学的评价导向,既要有利于形成高等学校良好的学术生态,也要有助于调动高等学校教师回归教师的基本职责,从而实现基于高等学校教师立德树人和学术发展的本源回归。高等学校教师学术评价涉及诸多方面,影响因素也较为复杂,不同地区高等学校之间存在着明显的差异,因此,高等学校教师学术评价改革的关键在于树立发展性评价理念,建构质量导向评价标准,创新多元分类评价机制。改进高等学校教师学术评价需要转变政府职能,建立科学有序的评价管理体系;强化价值认同,建立多元分类的社会评价机制;加强制度建设,建立质量本位的内部保障体系;构筑诚信文化,建立公开透明的学术生态。 The academic assessment of college and university teachers,which relates to the academic environment and the quality of the academic development in colleges and universities,needs a scientific orientation to assessment. It is supposed to help both develop a decent academic ecology and mobilize teachers to return to their basic duties by accomplishing their original missions of molding students’ high morals and cultivating talents based on people orientation as well as devoting themselves to academic development. The academic assessment of college and university teachers involves many aspects and complicated factors,and there are significant differences between colleges and universities in different areas;therefore,the reform of the academic assessment should focus on establishing the concept of developmental assessment,building a quality-oriented standard for the academic assessment,and creating diversified and classified assessment mechanisms. To this end,we need to transform government functions,and establish a scientific system for assessment management;improve the social recognition of the value of academic assessment,and build diversified and classified mechanisms for social assessments;consummate the system for academic assessment by establishing a quality-oriented internal security system;and build a culture of integrity by establishing an open and transparent academic ecology.
