摘要邻避治理中政府何以选择具有不同特征的政策工具,是解析基层政府在社会治理中的决策逻辑和治理思路的重要议题。本文从政府内部控制与外部压力视角出发,选取7个观察要素对30个典型邻避案例进行定性比较分析。研究发现:地方政府在邻避治理中政策工具的选择主要取决于其在相应邻避事件中内部控制力的高低和外部压力的强弱。上级政府态度和各部门间的联动能力是决定地方政府在政策工具选择中是否具有主动性的关键,而外部压力则作为重要的辅助变量存在,并未跃居主导地位。通过显性的上级权威应援机制、水平资源整合机制与隐性的外部压力中和机制这三重政策工具选择理路,地方政府在与内外部各政策行动者的互动中拓展自己的选择空间并强化治理能力,促使其选用的邻避治理工具以一种对内契合上层权威、最大化自身决策主动性、对外中和矛盾冲突的形式呈现出来。本文对于认识地方政府在邻避治理工具选择中更为内隐的治理技术和决策思路具有一定参考价值。 How to choose policy instruments with different characteristics in NIMBY governance is an important issue to analyze the decision-making logic and governance ideas of local government in social governance.From the perspective of government’s internal control and external pressure,this paper selects 7 observation factors and 30 typical cases of NIMBY for qualitative comparative analysis.It is found that the choice of policy instruments of local governments in the process of NIMBY governance mainly depends on the level of internal control and external pressure.The attitude of the superior government and the linkage ability among the departments are the key to decide whether the local government has the initiative in the choice of policy instruments,while the external pressure,as an important auxiliary variable,does not take the leading position.Through the three policy instruments of explicit superior authority response mechanism,horizontal resource integration mechanism and implicit external pressure neutralization mechanism,the local government expands its choice space and strengthens its governance ability in the interaction with the internal and external policy actors,so as to promote its choice of NIBMY governance instruments in the form of internal agreement with the upper authority and maximization of its own Decision making initiative.This paper has a certain reference value for understanding the more implicit governance technology and decision-making ideas of local governments in the choice of governance instruments for NIMBY avoidance.
