摘要
在大数据与社交媒体时代,舆情回应是政府回应性的重要内容,是实现社会稳定和有序网络参与的重要支撑。本文从公共价值管理视角出发,以2016-2019年间中国发生的6类共159个公共网络舆情事件为研究对象,使用Probit模型实证检验了政府回应与公共价值的一致性对回应绩效的影响。研究发现,任务型公共价值与非任务型公共价值对网络公众和主流媒体感知的政府回应绩效均有积极影响。在网络公众的认知绩效方面,任务型公共价值与非任务型公共价值的交互效应显著并产生积极的协同作用。因此,对于网络公众而言",面面俱到"式的回应效果要优于"就事论事"。在主流媒体的认知绩效方面,两类价值没有显著的交互作用。本文在理论上验证了以公共价值为基础的政府绩效治理理论与相对剥夺感理论的部分观点,在实践中为认知、理解和治理公共舆情提供了启示与思路。
The objective of this paper is to empirically test the impact of public values matching on government response performance.From the perspective of public value management,this paper takes 159 public network public opinion events in China from 2016 to 2019 as the research samples,and uses Probit model to empirically test the impact.The study found that mission-based public values and non-mission public values have a positive impact on both public and mainstream media’s recognition of government response performance.In terms of public recognition performance,the interaction between mission-based and non-mission public values is significant and produces positive synergies.Therefore,for the public,the"all in all"response is better than just"on the matter".There is no significant interaction between the two types of values for response performance in mainstream media perception.The key limitation of the study is that for more complex issues such as how to guide public value,channel public expression of emotional preferences,and improve response performance,we have not discussed it and will pay attention to it later.However the proposed theoretical framework provides enlightenment and ideas for cognition,understanding and governance of public opinion in practice.The research in this paper partial proves the view of PV-GPG theory and Relative Deprivation theory.
