摘要
目的调查分析贫困地区乡镇卫生院的服务能力状况,为其服务能力提升提供实证依据和决策参考。方法采用分层随机抽样的方式,随机选取河南省新蔡县12家乡镇卫生院开展调查,采取问卷与访谈相结合的方式收集数据。结果新蔡县乡镇卫生院存在人力资源配备不足、基础设施以及诊疗条件亟需改进、药物短缺、基本卫生资源利用效率低效果差等问题。结论改进人才引进与培养机制,优化卫生人力资源配备;稳步加大财政保障力度,提升卫生院基本诊疗能力;落实基本药物补偿制度、进一步完善基本药物目录;积极融入医联体建设,引导优质医疗资源下沉。
Objective To investigate and analyze the service capacity of township health centers in impoverished areas of China, and to provide empirical basis and decision-making reference for the improvement of service capacity. Methods Twelve township health centers in Xincai County, Henan Province were randomly selected by stratified random sampling, and the data were collected by means of questionnaire and interview. Results There were some problems in Xincai township health centers, such as insufficient allocation of human resources, urgent improvement of infrastructure and diagnosis and treatment conditions, shortage of drugs, low efficiency of utilization of basic health resources and so on. Conclusions It is important that the mechanism of introducing and training talents should be improved, the allocation of health human resources should be optimized, the financial guarantee should be steadily increased, the basic diagnosis and treatment capacity of health centers should be improved, the basic drug compensation system should be implemented, the catalogue of essential drugs should be further improved, and the construction of medical consortia should be actively promoted to guide the allocation of high-quality medical resources in grassroots institutions.
