摘要 2018年以来,长江流域各地陆续开始小水电清理整改工作。小水电曾有力地缓解了我国电力供需矛盾、优化了能源结构,但其在部分地区高强度、无秩序开发对生态环境造成了较严重的负面影响。针对长江经济带频发的减水脱流甚至河流断流问题,梳理了我国小水电的建设发展历程,提出客观认识其历史作用、现实意义及负面影响;结合国内外小水电退出实践与经验,提出从科学开展综合评估、有序组织整改退出、统筹协调资金补偿三方面,合理开展长江经济带小水电退出工作。 Since 2018,the removal of small dams has been carried out successively in the Yangtze River Basin.Small hydropower has effectively alleviated power shortage and optimized the pattern of power generation in China.However,high-intensity and unregulated development in some places has exerted negative impacts on eco-environment.Encountering frequent low flow and dry up in the Yangtze River Economic Zone,understanding of its historical role,practical significance and negative impacts is considered useful based on review of history of small hydropower development in China.Drawing on the experiences home and abroad,three steps should be taken to make comprehensive evaluation,system organization and coordination of compensation for dam removal.
